As you know, Russia has one of the weakest animal cruelty laws in the developed world. It was first introduced in 2000 and remains virtually since then. Another Law was passed leaving intact all the loopholes in the way offences are defined. These loopholes continue to prevent the prosecution of many serious animal abusers. Russia needs a law for the 21st century, not the 19th century.

Animal cruelty is a grave form of violence that must be addressed. It is also a form of violence that is recognized in reams of authoritative, academic research as a precursor to violence against humans. Why is the Russian government unable or unwilling to grasp this? We need a law that takes heinous crimes against animals seriously.

A bill that would make the necessary changes to Russia’s animal cruelty law has been batted around by State Duma for the past decade and at one time had the support of some parties in the Duma as well as animal protection groups, animal use industries and veterinarians. Unfortunately, it has been the victim of misinformation. As a Russian who cares about animals, I’m asking you to learn the facts about our animal cruelty law and bring forward amendments that will properly protect all animals from cruelty and abuse, while safeguarding important heritage activities including farming, hunting and fishing.

 

There is strong lobby from animal abusers of all sort in State Duma in Moscow. Below please find examples of where the lobby is coming from.:

From Moscow State University vivisection department. From animal fur producers. From  meat producers. Even from professional dog breeders.

I ask you to think of all the animals that have been starved to death, burned in microwaves, beaten, poisoned, hanged, shoot, bound and dragged behind cars. They need a law that will protect them from such heinous acts of cruelty. Please, don’t sweep this under the rug any more. The State Duma in Moscow fabricating new Law that is simply put against all animals, they are trying to substitute brilliant law project that was prepared by competent Russian Animal Rights Activistst in 2000, and one of their representatives, Russian musician Andrey Makarevich gave this law project personally to Putin’s hands! There is no point to introduce current State Duma’s “Creation” when so many serious abusers can’t even be prosecuted, let alone convicted. Russian Government must stop playing politics with puppies!

Currently we are in need of everything : building supplies, medications (broad spectrum antibiotics, pain killers, pest/worm control meds, vaccines, leashes, collars, etc), we accepting any food (dry, raw meat and meat  by-products, wheat grain, oat grain, any edible type of grain ). Please let us, Citizens of Russian Federation, to be heard! Let us introduce you to TRUE situation with Animal Rights in Russian Federation.

Don’t believe what Russian manipulative pro-government mass media tells you.

 

Living in 21^st Century in civilized country and aiming to provide bright future for us and our children, we are, as citizens, obligated to stop cultivation of cruelty to bereaved animals in modern society.

 

We appeal to all humans who are not indifferent to defenseless animal’s fate. We are asking you to sign this petition. As more people will join – more chances to put to end massacre of animals that just started in towns and cities of Krasnodar Region as well of the rest of Russia. Every minute, every day thousands of innocent defenseless creatures tortured and brutally killed!

 

“Winter Olympics in Sochi in 2014 will wash up with blood of killed innocent animals” -This exact slogan under such this event will be remembered by all of us.

 

Historically proved that being a country-Olympic Games host – is a very honorable and important mission .All countries compete for such Honor. Once being chosen, Europeans, or any other nations, prepares one of the most important event in sport and cultural life of their country, doing such on the highest possible level.

 

What we have now days in Krasnodar Region during preparation for Winter Olympics 2014, along with general preparation and building of infrastructure ?“Street cleansing” program is the answer. It was created to “Clean” streets from animals which end up there because of citizen’s fault.

 

For decades Russian Governments (started from Communists ending with current False Democratic Double Faced one) within citizen’s silent approval were torturing and killing bereaved animals. They did it by mass shouting and poisoning, and by more FASTIDIOUS and cheap methods. Animals massacred by hundreds of thousands, the whole territory of Krasnodar Region and Russia could be covered with their bodies many times! Those unbelievably cruel methods didn’t bring any results – there is no declining of street animals’ population and people didn’t become happier and wealthier.

 

No one is interested in addressing this problem now and in future. It is much more comfortable for Government to return to barbarian methods of slaughtering, covering it up with “humane methods of euthanasia” slogans.

 

As an Example we can tell you about of of many existing “animal control organizations“-such Rostov-on-Don Animal Capturing (read – SHOOTING) Service “Basya” financed and sponsored by the City, and our elected Representatives.

 

There are humane methods exists for the regulation of animal’s population: among such is sterilization. There are statistics exists of the positive outcome of such methods in civilized countries all over the world.

 

Absences of animal shelters are extremely factual in many cities of Russia.

 But there is an Animal Rescue Shelter “Mercy” that exists and barely surviving for 9 years in the town of Tuapse only because of volunteers! And during these years we don’t see absolutely no practical help, but empty words, from the City, or Governor or any other government officials.

 

Incompetence and Corruption of the Municipal Town Services leads to budget funds inappropriate spending, which creates violence and provoking citizens towards killing of animals everywhere in Russian Federation and especially in Krasnodar Region. Society is against violations of Laws and Criminal Codes of Russian Federation and has the right to protect animals from massacre! Animal Shelters must become part of infrastructure of towns and cities in Russia! Russia is one of the richest countries in the world and can afford that!

 

In the town of Tuapse (3 hours drive from Olympics Sochi) government officials started to destroy all homeless animals without any “filtering” – including those who’s tagged, collared, sterilized and friendly, in whom kind volunteers inputted so much time, love, and personal finances. Current situation in Tuapse, Sochi and the rest of Russia remind Holocaust during WWII, when people were hiding Jewish families to prevent them from being killed by Nazis. People of Tuapse and Sochi are hiding dogs and cats who’s hunted by “cleansing brigades”.

 

Everything that is going on in Russia in regards of animal cruelty is against European Convention of Animal Rights, is against Article 245 of Russian Criminal Code, against moral values and principals of any sane person, against any humane democratic society. It is residues giant bloody stain on the Russian reputation as a nation. Program which silently and “by-default” designed to shoot innocent animals able to clean cities fast, but will not solve homeless animals’ problem in future.

 

Government claims that they don’t have money for realization of humane scheme. But in reality they find easily funds for expensive shootings and poisonings. They spend funds for propaganda in Mass Media, creating right image and perception in citizen’s minds: all that publicity in newspapers, TV shows and news, deforming real facts and creating negative perception towards homeless animals now and in future.

 

WE are No further allowing our Government to:

 

1. To massacre innocent animals by hundreds of thousands and openly gain profit on it.

 

2. To cultivate in our already morally sick society anger and hate, to propagate murderers, sociopaths, psychopaths among our citizens.

 

3. To violate our Constitutional Right to life without suffering.

 

4. To Provoke already negative perception of the Russian Federation Image in the world.

***Civilized countries get used to believe that Russia is a country-barbarian with blooming corruption and disorganized, destructively thinking officials, who are not able to lead anything to its logical ending, and all they can do – is to destroy.

 

WE DEMAND:

 

1. To create humane City Program with all appropriate funding. To do so in compliance to opinion and expertise of experienced local or federal social Animal Welfare organizations.

 

1. To initiate an Appropriate coordinated action From the Ministries of Environment, Internal Affairs, Education; City Maintenance Ministry, in conjunction with local social Animal Welfare Organizations in regards of protecting animals from cruelty and abuse that come directly or indirectly from citizens.

 

 

1. Immediate Ban on cruel and merciless massacre of animals in Krasnodar region.

 

1. Make all animal control services and activities clear and open for social organizations and mass media representatives.

 

 

1. To perceive cruel behavior towards homeless animals as inability of the Government to solve these problems and as intentional “set on” one on another of people who have different perspectives towards animals.

 

1. European, North American’s Leaders, Mass media and International Animal Rights organizations to interfere and to demand from Russian Government to put Animal Welfare situation in compliance with democratic civilized Law that exist in such countries as: USA, Canada, Australia, Germany, Britain and the rest of the developed World.

 

And Remember, moral health of our society, of our children, and our descendants depend on it! Everywhere in the world proved that: One who torturing and killing animals, is dangerous to people as well!

ПЕТИЦИЯ

 

«Олимпиада 2014 умоется кровью невинных животных», - именно под таким девизом .многие запомнят это событие в Краснодарском крае.

 

Исторически сложилось, что быть страной-хозяйкой Олимпиады – очень почетная и важная миссия. Страны мира борются за это право. Получив такое право, европейцы проводят одно из важнейших событий спортивной и культурной жизни страны и Европы на высочайшем уровне.

У нас же, в Краснодарском крае, в ходе подготовки к этому значительному событию, наряду с другими мероприятиями, набирает обороты программа по очистке города от животных, которые оказались на улице по вине человека.

 

Десятки лет подряд наша власть, с молчаливого согласия населения, жестоко убивала обездоленных животных, начиная с массовой травли и отстрела, до более изощренных и дешевых методов. Животные гибли десятками тысяч, их телами уже можно было усеять наш город и край много раз. Но желанного результата эти "мероприятия" так и не принесли - животных не стало меньше, а люди не стали счастливее и богаче.

Никто не заинтересован в решении проблемы, как таковой, в перспективе. Властям гораздо легче и выгоднее вновь вернуться к варварским методам уничтожения, пытаясь прикрыть их покрывалом гуманной эвтаназии.

 

Такие организации, как Ростовская СОБЖ «Бася» (служба отлова (читай ОТСТРЕЛА)) финансируется городом, нашими с Вами народными избранниками.

 

Существуют гуманные схемы регулирования численности бездомных животных путем их стерилизации и кастрации, а так же есть статистика положительного опыта решения проблемы контроля над численностью популяции бездомных животных в цивилизованных странах мира.

В разных городах нашей страны действительно жестко стоит эта проблема, но проблема связана с отсутствием приютов. В нашем городе существует приют для бездомных животных. Существует уже 9 лет!!!  Но дальше словесной бравады наших городских чиновников дело так и не идет.

Некомпетентность коммунальных служб влечёт за собой нецелевое использование бюджетных средств, порождает насилие и провоцирует население к расправам над животными в населенных пунктах страны. Общественность против нарушения Законов России и вправе защитить животных от убийства! Приюты для животных должны стать неотъемлемой частью инфраструктуры городов России

 

В Туапсе опять начали уничтожать всех животных без разбора, в том числе стерилизованных и адекватных животных, в которых уже были вложены душевные силы, время и деньги опекунов и волонтеров.

Все происходящее противоречит Европейской конвенции о Правах животных, ст. 245 УК РФ, моральным принципам любого здравомыслящего человека и гуманного демократического общества, оставляет кровавое пятно на репутации российской нации. Программа, которая негласно позволяет отстреливать невинных животных, возможно, позволит быстро очистить город сегодня, но не решит проблему бездомных животных в будущем.

Власть сетует, что у нее нет денег на реализацию гуманной схемы. Но ведь находятся средства на то, чтобы проводить довольно дорогостоящие отстрелы, вести планомерное воздействие на общественное мнение при помощи СМИ: публикации в газетах, сюжеты на телевидении, искажающие реальную картину происходящего и напрямую влияющие на формирование негативного отношения к бездомным животным. Причина проста – управляя общественным мнением, проще легализовать массовые убийства.

 

Мы больше не позволим властям:

 

- Десятками тысяч убивать невинных животных, и открыто зарабатывать на этом деньги;

 

- Культивировать в нашем – и без того нравственно больном – обществе злость и ненависть, плодить убийц;

 

- Попирать конституционные права граждан на жизнь без страданий;

 

- Усугублять, и без того уже негативное, восприятие имиджа России в мире. Цивилизованные страны привыкли считать Россию страной-варваром, с процветающей коррупцией и безалаберными, деструктивно мыслящими чиновниками, которые не могут ничего довести до конца и умеют только разрушать.

Мы требуем:

 

1.       Создать гуманную городскую Программу в полном объеме, выделить на нее финансирование, прислушиваться к мнению и опыту общественных зоозащитных организаций;

2.       От Министерств экологии, внутренних дел, просвещения и от жилищно-коммунального хозяйства координационных действий в сфере защиты животных от жестокого обращения, совместно с зоозащитными организациями.

3.       Запрета на жестокое умерщвление бездомных животных в Краснодарском крае, с целью укрепления моральности и гуманности общества

4.       Открытой и доступной для общественных организаций и представителей СМИ работы всех подразделений, выполняющих функции отлова, содержания и умерщвления животных.

5.       . Расценивать жестокое отношение к бездомным животным, как несостоятельность властей в решении этих вопросов и целенаправленное натравливание друг на друга людей, по-разному относящихся к животным

 

Помните, от этого зависит нравственное здоровье общества, наших детей и последующих поколений! Во всем мире доказано: кто издевается и убивает животных, тот опасен и для людей.

Stainless steel/plastic/enamel bowls, small/medium/large pots – for cooking and for feeding, buckets, sweepers, brushes and metal sweeping pans, high rubber boots, low rubber boots - clogs,  working gloves, detergents, washing/cleaning/disinfection chemicals, used rugs/carpets, old used textiles for kennels insulation, Furniture, refrigerators, chest freezers.

 

Building Supplies:

Wood 4x4 Posts, wood boards, roofing panels, glass, insulation (non burning type), fence net, linoleum, non-burning plastic boards, wire, sheet metal, nails, self-drilling screws, wooden screws, metal screws, wood working/carpenter’s instruments/tools, light bulbs, electrical cords, reciprocating saw, table saw, Gas saw . Any other tools you could donate and we could use in construction – such as drills (corded and cordless), drill bits (for wood/concrete/metal) etc.

 

Pets goods and FOOD:

Leashes, collars, muzzles, wet food in cans, dry food for dogs and cats, for kittens and puppies, dietary food for sick and recovering dogs and cats; Meat/fish/poultry and by products; Dry beans and edible grains (rice/oat/corn etc).

 

We are inviting volunteers to join our Shelter’s crew.

We will strongly appreciate any help: Professional Web Site creation, maintenance and support, Involvement in building and reconstruction activities, assistance in professional veterinary help and transportation of animals, people and goods.
